Development Manager

As Sr. Project Manager, Zach manages the design, planning and day-to-day construction management for Cullinan Properties’ Tampa Veteran’s Affairs Mental Health Center project in Temple Terrace, Florida. His responsibilities include estimating costs; soliciting, reviewing and recommending RFPs; planning schedules; managing budgets; maintaining relationships with tenants and clients and overseeing design and construction.

Since joining Cullinan, Zach coordinated various office and retail buildouts across the portfolio, as well as projects with the VA and GSA including the Bloomington VA Clinic, Peoria Vet Center and GSA OSHA office in Peoria. Zach also worked on Cullinan’s 300-acre mixed-use development project, Rock Run Crossings, coordinating site and infrastructure design and construction activities.

Prior to joining Cullinan Properties in 2017, Zach worked for Pepper Construction as a Project Engineer. He focused primarily on education-based, medical, and industrial projects in the Chicago area and the surrounding states.

Zach earned his bachelor’s degree and his Master’s in Project Management and Sustainable Construction from Illinois State University.

He is a graduate of the East Peoria Chamber of Commerce Leadership School. Zach is a LEED Green Associate and a Green Advantage Certified Practitioner, in addition to having completed his OSHA 30 designation. He has competency certifications in Excavations, Fall Protections, Scaffolding, Hazard Communication, Silicosis, Asbestos and Lead. Zach has also published two papers in AIMS Press Energy on a case study regarding the design, construction, and finance of Distributed Generation Solar System.

Zach and his wife, Kristen, have one son, Ace. In his free time, Zach enjoys hunting, fishing, golfing, powerlifting and CrossFit. He has volunteered as a firefighter/EMT-B for the Eureka Goodfield Fire Protection District as well as volunteering with Habitat for Humanity, Eastview Christian Church and Bloomington Tool Library.
